Not that it really matters, Chicago has that great neo-classical architcture, probably moreso than NYC even, that fits the motif of Gotham City.

Gotham in Dark Knight looks more like Chicago than Gotham in Batman Begins which coupled with how big this movie is may be what is drawing attention to Chicago being Gotham this time around.
