Doesn't he already have 2 plus pitches?
The post-draft report on him on FutureSox says his fastball and changeup are both both and his slider is average but effective against lefties. He can strike out righties and lefties, and he gets groundballs. Obviously he’d be more dominant out of the pen, but I don’t see why he can’t be an effective starter.

like go with a half a four man, where whoever has to start the 5th day only has to go 3 plus a Pena/Sale piggyback. bring in whoever has more of a platoon advantage!

I have no idea if you're serious or not, but
I recall Steve Stone talking about 4 man rotations a few years back. He thinks that, as a result of the high cost of starting pitching in comparison to relief pitching, there will eventually be a forward-thinking GM who will go to a 4 man.
No doubt it would be an interesting experiment.

Wouldn't that mean at least one more roster spot for a reliever? I think managers might, uh, balk at that idea.

i'm at least half-serious
i know that the situation is such that experimentation brings scrutiny so i’m not going to lament someone not wanting to put his head on a block. but i really do think there are gains to be had in spreading innings and using perhaps lesser talented pitchers who get away with it because they only go once or twice through the lineup. the replacement level reliever has the same ERA as an average starter. there are gains to be had.

I don't see why not Pena as a full-time fifth starter until Peavy is ready.
He has proven that he can at least pitch the innings, why mess around with pitchers’ schedules? At that point they only need one or two more relievers if you use Gregory Infante. That would allow Chris Sale to go fill out the bullpen or go to the minors.

I had been worried about the bullpen...
But not so much anymore. Adding Ohman means Sale could start and Thornton could do whatever (close, set-up, highest leverage situation, etc.) while still having a lefty specialist. And since Crain > Not Scott Linebrink > Scott Linebrink, I’m not too concerned about the late innings.
As long as it's only for a year

Tangentially Related, but why isn't Willy Aybar getting more attention?
I saw that the Rays declined his option and he’s a free agent who, as recently as 2009, was dubbed the best utility player in the majors (fangraphs, of course).
I understand that there’s no place for him on the White Sox, what with our All-Star subs of Visquel and Teahens, so it isn’t all that surprising he isn’t talked about here, and the declining of his option made it impossible to add him to the arm-chair GM competition at Sox Machine, but I would have expected to run across this when it happened.
Actually, I’m amazed he isn’t with on the A’s or Red Sox already.
