#PO SOX - Trading Sale in a Week: Can Someone help me with this?

This is something I am genuinely curious about. I get that making trades at the Major League level probably doesn't look like it does on MLB The Show. There is probably a little more nuance and consideration of details that goes into it. But why is it so hard to find a trade for Sale?

Let's assume the White Sox want to do a full rebuild. Everyone goes. Or even are just interested in trading Sale for a haul of prospects. And let's also assume the CBA has nothing to do with slowing up the process (though I am sure it is right now). I'm not concerned with whether the Sox want to trade Sale or what effect the CBA might be having.

Rather, I'm wondering why the Sox can't make a huge deal for him in this fashion:

1. Send a memo to all 30 MLB teams stating: "The Sale sweepstakes has begun. You have 1 week to submit your best offers for Sale. Submit them before December 5th at 11:59pm. After we receive the offers, we will pick the three best offers for further negotiation. We will choose the best offer and make a trade for Sale by December 8th."

2. Pick the best 3 offers. Go to the one they like the most, maybe tweak it a little. It's hard to imagine this not being a great deal, at least on some level. Go to 2nd place and 3rd place and let them know where they are and ask if they want to bump up their offer at all. If not, and you don't create a bidding war, take the best offer.

3. Offer Quintana to the 2nd place and 3rd place team for a little less. Maybe take a B level prospect out of the equation.

Worst case scenario: All the deals are terrible. Your best offer is, say, Devers and Kopech for Sale. Or Sean Newcomb for Sale straight up. A real lowball. In which case, you simply say: "Fine. You all don't want him. We'll keep him." And see if someone comes begging in March when they realize they are the second best team in their division.

It seems like creating urgency would be helpful in making a big deal. It's really hard to imagine, in the above scenario, not getting offered a pretty tremendous package. Maybe there is a good reason why they would not- that's what I'm wondering? There must be some sort of incentive for the "play the cards close to the chest" and "wait and see approach." And I get a lot of deals could work well like that, and that the market has to develop some.

But Sale's case seems to be unique. He's the best player on the market (FA or through trade) and so the market should run through him. Everyone seems to know that he's on the market, and there are probably very few teams (if any) that wouldn't be willing to offer at least something significant for him (assuming they want to compete in the next 3 years). And not knowing who else is submitting what would seem to work the odds in the Sox favor a bit.

So I'm sure I'm missing something or Hahn would do this. But I doubt he will. Anyone have help for me here? What's wrong with my "trade Chris Sale in the next week" strategy?

(Note: If it's possible to submit a question to PO Sox like this, here's maybe a condensed version: Assuming the CBA isn't a factor and assuming Hahn wants to move Sale for a big prospect load, what could possibly hold up a Sale trade from happening in the next week or why hasn't it happened already?)
